There can be few more interesting and challenging roles at this historic, exciting and challenging time for the UK than that of CEO of the new Government Property Agency (GPA).  The successful candidate will influence and shape the strategic direction of government property with transformative outputs and expected benefits over a 10 year period approaching £3 billion.

Creating the GPA represents a step change in the way that the Central Government non-specialist estate is managed.  The GPA’s mission is to deliver best-in-class property and workplace solutions across government, via a new commercially driven approach to land and property asset management, realising more value than departments can deliver on their own.  Mirroring a commercial property organisation, and through a portfolio approach to property asset management (asset value over the first three years is ca. £13.1bn, with annual operating costs of £4.2bn), returns can be maximised and waste minimised through rationalisation opportunities. 

Beyond shaping the government property agenda, the CEO will have the rare chance to help build and shape a new government agency.  S/he will implement the overall strategy and policy for the GPA, establishing and leading a strong team and promoting a collaborative culture internally and across government. 

The successful candidate will be able to demonstrate:

  • Considerable knowledge and experience of commercial property asset management (and ideally a Professional Property Qualification).
  • Excellent executive-level leadership, interpersonal and communication skills with board level experience.
  • Highly developed stakeholder management skills, and the ability to present complex strategies and technicalities to non-professionals.
  • Experience of implementing large scale and complex transformation programmes involving structural and cultural change and management of robust budgetary and financial management controls.
