Head of Strategy and Operations
The Head of Strategy and Operations is responsible for setting the departmental strategy for Digital, Data and Technology and managing a number of corporate functions within MoJ Digital & Technology. It also acts as Service Manager for a cross-CJS initiative called Digital Justice.
A key part of this role is to oversee the development of MoJ’s departmental strategy for Digital, Data and Technology. This sets out a vision for how the department will transform over the next four years under the themes of end to end service design, better use of data, using common components, and building capability. You will need to set the long-term strategic objectives for the department and agree them with all major programmes and ExCo. You will also need to build excellent relationships with senior counterparts in policy and all executive agencies. They will also need to work with other departments, namely DWP and Home Office to ensure a consistent approach to service design.
You are also Service Manager for Digital Justice, a cross-CJS initiative to improve the end to end service provided to users. You will lead two digital delivery teams but the expectation is for this to increase over the next year. This requires you to be trained in GDS Service Standards and to have experience of leading digital delivery teams. The role requires building strong relationships with the Home Office Digital and policy teams and a good understanding of technical architecture and digital transformation.
You will manage the secretariat function for the CJS Data and Technology sub group, which is DG-level and chaired by Richard Heaton. The postholder will need to present regular items to the group and ensure agreement is secured. You will also be a key member of the Technical Working Group which supports the senior sub group, and will be required to provide advice on the strategy and roadmap for the group. The groups are concerned with system-wide data and technology issues and are currently proposing a set of data principles for the CJS to adopt, which aim to encourage organisations to share data in a more effective manner. You will be responsible for persuading all the organisations in the CJS to adopt the principles, which requires building strong relationships and being able to influence a range of stakeholders.
You will have the responsibility for embedding digital skills and ways of working into policymaking. This involves working with the Policy Profession Board and Government Digital Service to lead a function which allows multidisciplinary teams (combining digital expertise with policy teams) to work in an agile way to solve policy problems or design services. This is an innovative approach to problem solving and MoJ are seen as the leading department in Government in this field. The role requires a good understanding of service design and an ability to present the ongoing work at conferences and senior boards
