Digital Programme Manager
The HMCTS Reform programme is a six-year, £1 billion transformation which will make our justice system easier to use and more efficient to run. The introduction of new, straightforward digital services will make courts and tribunals more accessible, while new types of virtual hearing will allow us to make better use of better-maintained buildings in which our smaller staff will be doing very different jobs. Ultimately, as well as saving over £250m a year, the people who use and rely on the system will find it much better to use.
The transformation is being delivered through a portfolio approach across a number of programmes and projects. In order to deliver consistency and effectiveness across these programmes a Technology Workstream has been established. This delivers the digital and technology outcomes for the Civil, Family and Tribunals programme and Cross-cutting projects including Customer Service Centres and data. Responsibility for the technology workstream sits with the HMCTS Digital Change Directorate.
The role of the Digital Programme Manager is to:
•Lead the HMCTS Reform technology workstream, delivering technologies and systems within both the civil, family and tribunal area and for cross-cutting services including Customer Service Centres.
•Work as a key member of the Digital Change Directorate to embed sustainable, high quality technology capability across HMCTS, and a complementary commercial strategy to deliver change.
•Lead on establishing a civil service led digital capability alongside the operational business teams in one of the Customer Service centres.
•Give effective management to HMCTS Reform technology workstream, setting clear delineation and priorities, and making sure that there is strategic coherence between technology and digital on cross-cutting issues such as user needs and security.
•Provide strong leadership and senior-level advocacy for the delivery of technology solutions that support HMCTS’s current and future business transformation programmes.
•Work closely with the broader programme to ensure that the technology workstream is focused in line with the overall strategic and business priorities.
•Participate fully in the overall portfolio governance approach ensuring that the technology workstream is represented and part of the decision making process.
•Maintain oversight and responsibility for workstream budget, costs and forecasts.
