Reporting directly to Chris Mullin, the Director of Analysis, this role comes with significant oversight and responsibility for the quality of analytical work on EU exit across the whole department. 
You will have a wide ranging remit, from ensuring that the Department’s EU Exit work is ambitious and robust, through to formal engagement with DexEU and others developing the UK’s negotiating position. 
You will lead a multi-disciplinary team of analysts, deploying resource flexibly on EU exit analysis priorities and managing the commissioning of work from external parties. 
You will have the opportunity to play a valuable part in shaping the UK’s future and ensuring value for money across billions of pounds of public expenditure. 

What are we my responsibilities? 

• To grow the EU Exit Analysis Team and further establish its operating model 
• Engage with other policy and analytical teams, arm's length bodies and government departments on EU Exit issues 
• Deliver senior quality assurance of the Department's EU Exit work 
• Deploy team and wider departmental resources to meet EU Exit analytical requirements 
• Oversee EU Exit analysis projects 

There is also an important role in respect of impact assessment and quality assurance: as well as ensuring that the Department’s EU Exit work is ambitious, robust and carried out in compliance with government best practice, the post holder is also likely to play a leading role in the Department’s overall programme of impact assessment, chairing the Senior Review Committee on behalf of the Chief Economist. 

The post holder will be a professional analyst. Economics skills are very important but it may be that the preferred candidate has practised these within another analytical profession or policy role. Experience of policy development and high level negotiations would be advantageous. This role is important for both the EU exit negotiations period and the subsequent transition period. 

Person specification 

The role will be based in Leeds with some travel required. The successful candidate will be a dynamic and motivated senior analyst who enjoys operating in a challenging environment. 

The successful candidate will be able to demonstrate achievement against the following essential criteria: 

• Analytical Professionalism. Maintain high levels of rigour in analysis and analytical integrity. An analytical background is essential and you will be expected to demonstrate a high level of competence in economics (though the successful applicant may be from another analytical profession). 

• Empowering and collaborative leadership skills. You will have outstanding leadership skills, including an ability to motivate and support a team based in two locations and to create a strong feedback and development culture. Outstanding judgement is essential in providing analytical oversight and sign-off to the whole department’s work on EU exit – high priority, sensitive, high impact and technically complex work. 

• Confident communication skills strong ability to represent analytical work to ministers in a policy-relevant way and under tight negotiating timescales. Confident in setting and articulating the DHSC analytical view in cross-government fora and with DexEU, Cabinet Office and HM Treasury. The post holder may also be called upon to participate in international engagement around negotiations. 

• Collaborating and Partnering. This job involves a lot of collaboration and partnership working with policy professionals in the team and more widely within the Department, across government and with external stakeholders. You will need to have strong influencing skills and the ability to build collaborative relationships that balance challenge with support and build trust and mutual respect across organisational boundaries. 

• Delivering at Pace. This is a busy job with high operational and ministerial demands. You will need to be able to juggle multiple requests, often on a short notice basis, whilst maintaining high quality standards. You will be able to prioritise ruthlessly across important work strands and in the deployment of resources across DHSC directorates.
