The Major Programmes and Projects (MPP) Directorate is accountable and responsible for the delivery of capital infrastructure projects and programmes in the UK and overseas, valued at over £1Bn of activity per annum. MPP provides infrastructure delivery leadership and management, subject matter expertise and crown assurance of programme and projects delivery from the initial solution development to handover to customers. Each programme and project forms a key component of national defence capability. MPP operates through a geographically dispersed organisation. The Defence Infrastructure Organisation (DIO) is seeking to appoint a Programme Director for the Army Basing Programme (ABP). In this key senior leadership position, the post holder will play a pivotal role in delivering a critical programme for Britain’s defence capability and helping to shape the future of the DIO and the Ministry of Defence (MOD) estate. Reporting to the Director of Major Programmes and Projects (Dir MPP), and to the Senior Responsible Officer (SRO), the ABP Programme Director is a senior member of DIO’s wider Leadership Team. The ABP Programme Director is accountable for all aspects of delivering the programme vision to relocate 20,000 service families from Germany by late Summer 2019. The programme comprises some 20 plus projects at a value of over £1.8Bn. These projects are generally, capital related, physical infrastructure comprising of built assets including all components to accommodate and support those assets. In addition to their role on the ABP programme the post holder will be required to contribute to, and possibly lead, other estate wide programmes related to optimisation of the MOD estate, embedding the principles of sound programme management into those programmes or projects. In time the post-holder may transition across to assume delivery responsibility for some, or all, of these estate rationalisation programmes, or projects.


The post holder will be accountable to Dir MPP for delivery leadership, including commissioning and assurance of all outputs, and be responsible for leading a large team, ensuring adherence to all agreed processes and operating procedures. The post holder will be responsible for managing relationships with all stakeholders to ensure performance is optimised, and will be required to manage the political dimensions associated with high profile delivery in a department of state. Key responsibilities include:

 Leading the ABP team in the delivery of the programme and projects to the satisfaction of the SRO

 Contributing to and, potentially, leading other Estate Management programmes/projects

 Engagement with customer and senior stakeholders, at a level commensurate with such a high-profile programme

 Delivering outputs through direction of our supply chain and Industry Partners

 Leadership and Management of the ABP team, building upon team member’s existing capabilities though the development, training and mentoring of individuals

 Develop the organisational structure to promote clear accountabilities, and opportunities for team members to succeed in their roles
