The role of Deputy Director, Global Science and Innovation sits within the Business and Science Group. You will manage a team of about 25 across two locations from a multi-disciplinary background. 

The team reports into Sharon Ellis, Director of International Science and Innovation and will work within a broader senior management team, as well as working closely and collaboratively with UK Research Innovation (UKRI) and the National Academies. 

The Global Science and Innovation team is responsible for the development and delivery of policies and programmes to strengthen the UK's research and innovation global reach. As we leave the EU the focus on our global reach is increasingly important in Government, and this directorate plays a significant role in strengthening our bi-lateral and multilateral collaboration and influence. It is central to the UK's commitment to maintain its research and innovation global excellence. It also plays an important part in helping the UK meet its aspirations in the Industrial Strategy. The Global team works along side the European Science and Innovation team, and works in partnership with UKRI and the National Academies. With the Foreign and Commonwealth Office, it co-manages the 90 strong global Science and Innovation Network, and helps deliver the National Security Council's priorities. 

A key part of your role will be to promote strong management of the people in the team, creating a supportive and motivating working environment and prioritising competing demands on the team’s resources. You will also lead the team’s development to ensure that they are equipped with the skills required in the run up to and post EU Exit. 

Key accountabilities include: 

• Developing and maintain strong collaborative partnerships with key international countries and nations that support the Industrial Strategy aspiration. 

• Managing two major funds, with active management of multi million and multi billion pound funds, with oversight from a Minister-chaired cross Whitehall board. 

• Developing and delivering coherent strategies for strengthening the influence of the UK globally, working through the Global Science and Innovation Network, the Foreign and Commonwealth Office and the Cabinet Office. 

• Responsibility for a £4m programme budget and over £1m admin resource budget annually. 

Key financial accountabilities include: 

• Active management of an ODA budget of £2bn+ and a programme budget of £3m, plus £6m fellowships, on an annual basis 

• Oversight of £88m Academies, £25m Fellowship funds 

• Accountable for £3.5m for SIN which transfers annually to the Foreign and Commonwealth Office 

You will work in conjunction with your peer group of five policy deputy directors and will be a key member of Sharon’s Senior Management Team. As a key member of the Department’s senior leadership team, you will be expected to play an active role in the on-going corporate management and development of the organisation. Person Specification 

The successful candidate will be able to demonstrate success in the following areas: 

• A strong corporate and team leader with a proven track record of leading a large team, providing leadership strength in a dynamic environment, and, a proven ability to build high performing teams; 

• A strong policy professional with the ability to segue between long terms strategy development and delivery and tactical decision making in a fast moving, exposed environment; 

• Excellent commercial and financial insight, with the ability to manage major resource budgets with delivery through approved partners to ensure funds are spent in an accountable manager with significant impact; 

• A proven ability to build effective relationships with diverse senior stakeholders at board level and capable of influencing and representative the international science position, to understand and engage with different audiences; 

• A track record of making a personal impact at an international level, engaging senior stakeholders on scientific policy; 

• Excellent communication skills with a proven ability to present complex issues simply and effectively at senior levels; 

• Working effectively and collaboratively across boundaries to align priorities and engage on how science diplomacy can contribute to cross-Whitehall international strategies.
