As Deputy Director Tax Administration Strategies you will design, drive, articulate and assure the implementation of strategies to improve the tax system, to enable HMRC to achieve its vision. Delivery requires leading a team that works, at pace, across the breadth of HMRC in a connected, collaborative and innovative way. 

You will be responsible for leading and developing a team of around 20 people to design and embed strategy for tax compliance, and define the way that all of our customer strategies will feed through into business and operating models for HMRC. In addition, you will have a strong personal accountability for effectively conveying and using the value and benefits of tax administration strategies to senior managers and Ministers. 

Key responsibilities will include: 

• Leading and building a high performing team and playing an active role in creating a high performing HMRC Strategies Senior Leadership Team. 

• Overseeing the population of HMRC’s ‘strategy map’ with the suite of strategies to set future direction, and engaging up to Permanent Secretary level to ensure these reflect the vision of the most senior leaders. 

• Taking strategy to deliver compliance to the next phase of development, communicating strategy to the whole of HMRC to inspire our people to deliver, and collaboratively forming action plans to turn the theory of promoting ‘upstream’ compliance into reality. This will include systematically identifying and resolving risks in strategy implementation. 

• Defining and articulating the way that strategy will translate into the future operating model for HMRC. This will involve working across internal boundaries and communicating the future design of HMRC for all of its people (e.g. through an organisational Blueprint or other channel). 

• Building a strong network to influence and support policy teams and other colleagues so that the organisation can successfully move to this new model. 

• Assessing the extent to which (and where necessary taking corrective action to ensure that) HMRC’s programmes of transformation and change will deliver on our strategic intent. 

As part of a relatively new Directorate you will play an active role in developing the Directorate's identity and ways of working through corporate leadership as well as influencing across other parts of HMRC. The Directorate is relatively small and team working matters so wanting to be part of a team and using knowledge and information to support the way the Directorate performs is important. 

In this role you will: 

• act as a role model and embody the leadership values (Inspiring, Confident and Empowering) for your team, the wider directorate and HMRC; 

• focus outwards in your role, collaborating across the Department and with customers to deliver joint outcomes, strengthening the professionalism and reputation of the Civil Service; and 

• Work with SCS colleagues and their teams in HMRC Strategies to build new more flexible ways of working in the Directorate. 

Person Specification 

During the selection process candidates will need to demonstrate:

• Excellent leadership skills with the ability to nurture and build capability within teams. 

• A strong track record of building effective internal and external partnerships very quickly across organisational boundaries. 

• Experience of shaping or implementing strategic solutions across a large and complex organisation. 

• Excellent communication (written and spoken) and influencing skills to engage confidently in a wide range of situations. 

• An ability to ‘think outside of the box’ to deliver strategic shifts in thinking that can be translated into practical choices for future strategy development and implementation. 

• An ability to provide structure and direction when there may be little existing precedent or practise. 

• Policy making experience. 

• Knowledge of tax administration would be desirable but is not essential
