What's it about

Oxford Cambridge and RSA Examinations - OCR, is a UK examinations board and is a Business Unit within Cambridge Assessment, a Department of the University of Cambridge. The role of Director of Regulation and Responsible Officer is to ensure that OCR's regulatory compliance, quality management and governance are of the highest standard. The role further manages the Regulatory agenda within the wider Cambridge Assessment Group that includes Cambridge Assessment International Education and Cambridge Assessment English; particularly concerning the relationship with Ofqual, its General Conditions of Regulation and real time monitoring of compliance. It is responsible for providing visibility, transparency and assurance concerning the management of risks and business processes underpinning the provision of timely and accurate qualifications to OCR's candidates. The role oversees the Project Management Office ensuring that projects are prioritised, managed and delivered in a timely and effective manner.

What you'll be doing

You will direct a team of highly experienced executives across the key areas of Risk and Compliance, Regulatory Affairs, Assessment Performance and the Project Office (PMO). You will undertake the critical role of Responsible Officer for OCR, working directly with Ofqual, the sector regulatory body, on all industry critical compliance issues. Through these responsibilities you will ensure that OCR operates in accordance with the Recognition Criteria and General Conditions of Recognition set out by the Regulator, and that it can evidence that compliance. In conjunction with management colleagues within both OCR and Cambridge Assessment, you will ensure that OCR manages, and evidences management, of its third party contract risk, both within and external to Cambridge Assessment, and in so doing complies with OCR's regulatory requirements and quality standards.

You will be a proven leader within a substantial organisation or business unit, bringing business acumen and rigour to a regulated environment. You will be experienced in operating effectively in an environment of continuous improvement and zero error. You will be used to the highest levels of quality control and risk and reputational management. At the heart of OCR is its mission to work with schools to give students the best education for life. An enthusiasm for this purpose is a prerequisite for success in this job, and needs to be combined with strong diplomatic skills, and the ability to bring gravitas to the role both internally and externally through highly developed business leadership and leadership of people. The combination of these personal attributes is as important as regulatory and compliance experience. Experience of the education market would be beneficial. Fine networking skills are needed to operate within a complex Group set of businesses and the wider Cambridge Assessment Group.


Degree or equivalent in a subject with high analytical content (legal or accounting a benefit but not essential).
