Senior Procurement Manager

Location: Priestly Wharf

Salary: £24/£25 per hour

Hours: 37.5 Hours per week

Duration: 3 months

What the role entails:

The Senior Procurement Manager (SPM) will support the Head of Procurement in establishing and delivering a world class procurement service to the trust. Through developing and leading on the delivery of strategic sourcing through effective strategy and innovative procurement solutions.

  • Will manage the delivery of the trusts contracts work plan, ensuring projects are delivered in line with expectations and benefits are fully realised and support the Head of Procurement in embedding cultural change in the way in which procurement is perceived and incorporated into the day to day activity of the trust.
  • Engage with senior directorate stakeholders to support the development of future Cash Releasing Efficiency Savings (CRES) ensuring the key procurement aspects including scoping, base lining, producing a sourcing strategy and project delivery are considered and included within the plans.
  • Manage high value / strategically important procurement projects utilising cutting edge techniques to ensure the trust receives a technically excellent product / service where clear value for money can be demonstrated. As well as leading the strategic sourcing procurement officers, using relevant experience and skills to enhance and support them in fulfilling their duties, and acting as a focal point for advice and guidance in relation to procurement activity they may be engaged with.
  • Work with the Supply Operations Manager in driving forward new procurement opportunities that will support the increase in influenced / contracted spend.

Main Responsibilities:

  • Develops and improves senior relationships with other departments by proactively understanding their individual requirements and how they link to wider trust objectives and then develops creative and innovative solutions that can be taken forward.
  • Advises senior management, service users and the procurement team on all aspects of strategic procurement including trusts standing financial procedures and EU Procurement legislation.
  • To manage the procurement process for high value / strategically important projects, including data analysis, producing tender and contractual documentation, devising and managing time lines, award of contracts (debriefing of unsuccessful bidders) and ensuring benefits are delivered through robust performance indicators and contract management.
  • Production and analysis of complex documents (i.e. recommendation reports, business cases and management information analysis) using Microsoft Office products including Word and Excel.
  • To liaise with other NHS and commercial procurement organisations to identify and explore opportunities to enhance commercial and technical solutions for the trust.
