The Database Expert role will support the Head of Business Management in the development and delivery of the new Help to Buy (H2B) KPI Reporting Approach, including a single data repository/ database development and auto performance reporting using the new dashboard development tools like Power BI within the first 3 months of appointment.
The post holder will provide expert support to the H2B Reporting & Analytics Team and guide them through moving from mainly excel based data repositories to the secure & modern database development and management approaches. S/he will also be expected to challenge existing processes, support the provision of effective data governance across the H2B business, and work with colleagues within the Business Management team to implement improvements to data governance & quality assurance processes.
You will need to be dynamic individual in a busy and constantly evolving programme environment.
The successful must be able to work autonomously; be able to work flexibly in a fast paced environment, delivering to tight deadlines. A very high degree of proficiency in MS Excel, Power BI & SQL Database is essential for this role, and knowledge of Visual Basic programming is highly desirable. In return, the post offers an excellent opportunity for a talented database expert and data analyst to support the development of the programme’s analytical capability.
We are looking for:
Strong skills in the use of spreadsheets (with the understanding that the initial database prototype may need to be developed in excel environment for proof of concept) and statistical / database packages, preferably with working experience of programming.
Knowledge and experience of applying statistical and other analytical techniques, including development and modelling of databases using Microsoft Excel, with the ability to manipulate complex data sets.
Strong working knowledge of Microsoft applications – Word, Outlook, Excel and PowerPoint.
Proficient in aspects of Microsoft SQL Server (minimum of 2008, 2008R2, 2012, 2014) including but not limited to: Installation and Configuration; Design and Development; Tuning, Monitoring, High Availability and Disaster recovery; Security concepts and their implementation; Capacity Planning.
Working knowledge of supporting languages ASP, XML, HTML, NET.
Working knowledge of supporting software such as Microsoft System Centre Operations Manager(SCOM) or similar e.g. Spotlight, Visual Studio and Team Foundation Server.
Proficient in methods of identifying and abstracting issues into problem statements and drives the resolution forward and making tactical/strategic recommendations.
Experience of defining and building processes to support the database administration function (e.g. for managing users and handling change requests).
Experience of using different sized datasets (large and small), identifying and investigating anomalies in the data as appropriate.
Our successful candidate will:
Develop and maintain the HtB KPI reporting system and various data repositories; analysing data and information to provide accurate and timely management information reports to support the HtB Business.
Establish, maintain and communicate a common a set of processes and procedures for the management of H2B data and information working closely with the data owners, and ensure that the processes and procedures meet the commercial, financial, opera??onal and regulatory
governance required within the Homes England.
Create and maintain robust Business Critical Systems & Key Data Repositories for the H2B business; Enter, compile, review and analyse HtB data to feed into multilayer reporting across the programme governance, including creating queries and produced custom reports from databases.
Provide reporting standards, guidance and advice across the programme and ensure that standards are being adhered to and that all changes to key HtB information and data are fully documented with clear audit trials.
Perform data cleansing, validity checks, reconciliation and adjustments and conduct data/ systems audits as required.
The skills we would like are:
Degree level qualification and/or appropriate professional qualifications/membership or equivalent experience (Must be studying for or achieved relevant Microsoft SQL Server Certification or similar industry professional certification).
Highly numerate, with strong experience of data analysis, modelling and interpretation and 3rd Party data transfers and reconciliation.
Ability to perform a range of quality assurance checks to a good standard with the ability to draw out the main messages from data, analysis and research, and identify essential supporting information.
Experienced in client facing and building relationships to progress and improve database administration.
Strong communication skills and an ability to share statistical analysis with a non specialist audience.
Developing standards and processes and encouraging (or enforcing where necessary) the use of those standards and processes.
Previous experience of capturing business reporting needs and defining and delivering solutions including track record in identifying process improvement opportunities and driving solutions.
Experience of working to tight deadlines, prioritising competing demands, managing ambiguity and focusing on achieving results in high pressure environments.
Proven ability to work with, influence and collaborate with senior stakeholders of all levels.
Experience of presenting high quality reporting to different users in a clear and consistent manner.
Must have excellent organisational skills and a high level of attention to detail.
Team player and ability to adapt to a different environment and adjust outputs according to emerging asks.
Knowledge of the Help to Buy Equity Loan Programme and an understanding of how it works.
Proven leadership skills and ability to guide and coach all members of the programme team across all levels on best practice.
Proficient in the techniques for ensuring that full account is taken of customers' real and stated needs in the delivery of products and services, i.e. develop blueprints, process mapping.
Previous experience in implementing change management in database and reporting system development including hands on project management approach that includes a proven track record of project / program execution.
