Major recruitment are currently recruiting for an experienced Procurement Manager in Dudley. 3 month position (possible perm)

The purpose of the role will be managing & providing business support/procurement services across housing, maintenance, construction, regeneration, environment & public realm services ensuring that they are cost effective & viable & that services are delivered to the highest standards, achieves service plan targets & meets internal/external customers’ needs.

Initial office based training (safe environment), then working from home (due to Covid)


To manage & provide the service for construction procurement & cross directorate non-construction procurement. Contribute towards the development of the procurement strategy working with internal external stakeholders to develop joined up services

To manage members of the Procurement team including managing service & project budgets, producing annual service plan, setting service level objectives, managing individual & team performance, ensuring service continuous improvement & customer satisfaction.

To manage, monitor & control the cross directorate procurement strategy to ensure contracts are procured & delivered within available resources & within the timescales.

To advise on the most appropriate procurement strategy for specific contracts & arrange production of appropriate contract documentation through the management of a team of officers, providing specialist advice at a senior & officer level on complex procurement issues

To provide advice to Senior Managers on the suitability of national procurement frameworks & consortia, establishing & maintaining business links with current & future external providers

To provide corporate role on the ongoing review, monitor and development of the Corporate Procurement Manual and ensure consistency with local, Council, national & European procurement strategies & directives, providing training & support to Officers & Senior Managers

Manage and maintain the standing lists of selected tenderers (Constructionline) and ensure and approve tender lists for all construction & maintenance works. Provide the corporate lead role for Consatructionline & represent the Council at external events

Ensure the management & provision of an e-procurement system & champion this work throughout the Council

Ensure robust management systems are in place for the dispatch & return of tender documentation for corporate & directorate contracts

Ensure procedures are in place to undertake evaluation of tenders on the basis of financial and non-financial criteria, advising on the most appropriate contract to be awarded, dealing with confidential & contentious reports concerning employees, potential & actual suppliers and contractors to the Council;

Liaising with legal representatives for the Council to ensure that appropriate corporate contract terms & conditions are in place for all potential contracts of the Council

Ensure appropriate Post Completion Reviews are conducted on contracts following work being completed in order to inform future procurement, performance management statistics, monitoring compliance, assessing value for money & project outcomes achieved

To conduct negotiations with contractor’s to the Council

To support Director’s responsibilities from the implementation of statutory responsibilities arising from the delivery of housing services, repair, maintenance and construction services, environmental management, regeneration, roads, traffic & highways infrastructure

To implement, manage & monitor procurement statistical returns & performance management information with a view to ensuring continuous improvement is achieved within the service.

To liaise with internal & external organisations and manage the benchmarking of services against key performance indicators in accordance with current good practice.

To agree variations & additional rates and annual price adjustments for contracts & keep records of such updates.

Periodically provide a full project management role for specific management contracts and services, co-ordinating the activities & responsibilities of a dedicated project team, including the recruitment & management of external consultants.

To contribute to the overall performance of services by assisting in the preparation, implementation & review of the Service Plan to maintain & improve service delivery.

Ensure that personal & team targets are delivered in order to contribute to the core objectives of the Service, Directorate & Council.

Maintain a thorough and up-to-date knowledge of procurement legislation & best practice necessary for the performance of the Post holder, the team and wider corporate officers ensuring corporate policies & procedures are updated

Advise members of the public, contractors, developers, statutory bodies, Council, Directorates, Councillors & other interested parties in matters relating to the Post for procurement of works, services & supplies to the Council

Take the lead corporate role as appropriate in the preparation & review of policy statements, detailed guidance & operational procedures (as required)

Liaise & support the business community including: SME’s & 3rd Sector enabling & developing them to have appropriate access to the Council’s procurement information.

Generate income to supplement the Council’s procurement service by promoting use of Contracts to external public bodies & internal departments
