We have an exciting opportunity for a Head of Business Intelligence Operations for our local authority client based in West London.

Main Purpose of the Post:

1 To manage and lead the Business Intelligence service to provide the Council with strategic analytical, research and performance support, as well as fulfil the council's commercial objectives.

2 To be a thought-leader and innovator in supporting departments to come up with new solutions and ideas using Business Intelligence to drive down cost and increase efficiency of services.

3 To be the Departments principal operational contact with other Council Departments and partners in relation to Business Intelligence and research matters.

Main Duties and Responsibilities of the Post:

1 To mainstream Business Intelligence thinking and systems across Hammersmith & Fulham creating a 'Virtual Team'.

2 To develop innovative products and services that are commercially viable and attractive to other local government organisations and partners.

3 To contribute to the development of plans and strategies across the council and its partners by providing strategic advice to senior managers and councillors based on a clinical understanding of the evidence.

4 To lead on the development of relevant needs assessments and strategic analysis, including but not exclusive to, the Joint Strategic Needs Assessment, the joint assessment of crime and disorder, the Local Economic Assessment and the Strategic Housing Market Assessment.

5 To develop the use of Business Intelligence systems, including implementation of a new platform to integrate information and data across the council, and its partners, to greatly increase our understanding of cross-cutting integrated data and to exploit that expertise in building innovative solutions to increase effectiveness and reduce costs.

6 To work closely with the Innovation and Change Management team in developing and leading an organisational change programme to integrate Business Intelligence learning, systems and thinking across the council.

7 To motivate, inspire and change organisational thinking around use of data, engaging all strands of the organisation, showing how effective use of data can transform and re-think how services are delivered. This will involve being prepared to lead workshops and management events on BI-thinking and being a thought-leader and champion across the organisation.

8 To play a leading role in the delivery of a communications and engagement work programme to raise awareness of Business Intelligence.

9 To create wider learning tools which can be used at all levels to support the development of Business Intelligence.

10 To work closely with senior management teams and departmentally based Business Intelligence teams in understanding business requirements and building solutions using integrated cross-cutting intelligence.

11 To lead the organisation in developing Business Intelligence solutions to increase the effectiveness and efficiency of services. This will involve ensuring that Business Intelligence-led solutions form a substantial part of transformation programmes and thinking.

12 To build predicative modelling solutions, using data and insight, to prevent cost from occurring and to show how data can be used effectively in early identification and prevention.

13 To oversee and develop a pipeline of projects and ideas, building primary gatekeeping and evaluation techniques to scrutinise proposals and prioritise work based on the most effective deployment of resources and skills.

14 To contribute to the strategic development of Business Intelligence across the council supporting the development of a Target Operating Model to optimise skills and efficiency of the Virtual Team. This will involve being team player with the Virtual Team.

15 To contribute to new performance management tools and insight to increase effectiveness around matching outcomes versus interventions.

16 To ensure that governance procedures are followed around the effective use data

17 To be responsible for quality assurance of all data that is collated and reported.

18 Identify changes to data collection systems required in order to meet new requirements for business intelligence and liaise with IT services to design IT solutions.

19 To be the lead on relevant needs assessments and strategic analysis, including but not exclusive to, the Joint Strategic Needs Assessment, the joint assessment of crime and disorder, the Local Economic Assessment and the Strategic Housing Market Assessment.

20 To be responsible for the compilation of external statistical returns and monitoring information required by external agencies.

21 To provide detailed analysis of statistical returns in the form of verbal and written reports to senior management teams and provide accessible guidance advice on making best use of them.

22 To develop effective means of conveying complex statistical information to a range of audiences.

23 To maintain a current technical understanding of the guidance relating to the definitions, collection and compilation of statistical returns and advise senior managers on the technical aspects of the collation and analysis of the collation of statistical returns.

24 To maintain advanced levels of competence in using computer software in connection with work processing, desktop publishing, GIS, spreadsheet and database use - including the Department's client database.

Person Specification

1. To be proficient in all aspects of Business Intelligence and Information Management processes, such as:
a. Physical data architecture options such as enterprise data warehouse, data federation, hub & spoke architectures, independent data marts
b. Data integration tools and techniques such as ETL (Extract Transform Load), CDC (Change Data Capture)
c. Relevant related areas such as data quality, master data management, metadata management, collaboration and business process management

2. Extensive and detailed knowledge and experience of data analysis, visualisation and modelling

3. Good understanding of the opportunities to exploit data within and across the public sector

4. To have a comprehensive understanding of all statutory and legal requirements around the sharing, use and processing of data. This will include an understanding of the current debates and Government thinking into the use of data.

5. Strong operational service management capability

6. Able to work in a complex, Political environment.

7. Highly competent in the use of IT systems and data analysis to include: WORD, Excel, Outlook and Access.

8. Knowledge of social research methods including surveys and evaluation frameworks.

9. Highly developed interpersonal and written communication skills, including skills in working with senior managers to deliver efficient, effective and value for money services.

10. Experience of and skills in managing a diverse workforce; work programmes; service planning and service development activity, in order to achieve agreed objectives within the required timescale.

11. Excellent project management skills and understanding of budgets.

12. Ability to contribute to the wider work of the service, the Department and the Council in a manner that promotes efficiency and effectiveness and adherence to the Council's Equal Opportunity Policy.
