We are currently recruiting for a Treasury and Finance Officer role with North Wales Police. The role will initially be for 6 months with the possibility of this being extended, or having the opportunity to apply for a permanent role after this period. The role is for 37 hours a week with a salary of GBP27,519-GBP29,307 per annum.

OVERALL PURPOSE OF JOB:
To support the provision of a Management Accounting Service and the Financial Accounting Function for the Force and support the provision of the Force Treasury Management function.

DUTIES AND RESPONSIBILITIES:

1.To assist in the compiling, monitoring and control of Revenue and Capital budgets.

2.To interrogate the HR/Payroll System to produce a monthly strength report for each Division and Department and agree with Budget Holders any variances against planned strength and actions any amendments.

3.To update the HR/Payroll system data with any HR post amendments including creation of any new employee posts in Force

4.To assist in the monitoring of contingency funding for the Force.

5.To monitor the cash flow for the Force and invest surplus cash on the money market or borrow funds as required and prepare daily funding schedules for approval by Senior Finance Staff.

6.Liaise with brokers to arrange for the investment and borrowing of funds.

7.Monitor the level of funds invested with individual banks to ensure that the Treasury Management strategy and policy is adhered to.

8.Maintenance of the Treasury Management Computer system and ensure that loan and interest payments are paid at the relevant dates and reconciled back to the Financial Ledger.

9.Monitoring the performance of investments and undertaking bench marking on a periodic basis.

10.To monitor and update treasury management practices periodically.

11.To comply with CIPFA Treasury Management Policy and the Prudential Code advise on corrective action to be taken.

12.To support the preparation of grant claim forms, financial statements and statistical returns.

13.Adherences to internally set performance indicators for the section, identify any problems, and assist with monthly projections.

14.Assist with any virements of budgets across the Force.

15.Compile and monitor the invoices for NWP officers and staff on secondment.

16.Reconcile and manage Force bank accounts on a daily basis having due regard to appropriate separation of duties.

17.To raise and post journals and debtor invoices into the finance system having due regard to appropriate separation of duties.

18. To carry out routine reconciliations and transfer of data into the Finance system to ensure all Force costs are accurately captured.

19.To monitor the unofficial funds audit process, ensuring that accounts are completed and audited in accordance with financial regulations.

20.Assist with FOI requests and ensure these are dealt with on a timely basis.

21.To ensure VAT is reclaimed correctly from Customs and Excise and is reconciled on a regular and timely basis in accordance with statutory deadlines.

22.To assist the Head of Finance in the implementation of any changes required by legislation and to support the department in the provision of financial services for the Force assisting in any other finance and accountancy duties as required.

23.To assist the Financial Management Accountant in the completion of Final Accounts tasks and the compilation of the statutory Statement of Accounts.

24.To ensure the integrity of the information held within the Financial Information systems and other systems.

25.Adopt, monitor and ensure the successful application of North Wales Police Policies in equal opportunities and health and safety with regard to the provision of services.

26.Any other duties that are commensurate with the grade and role outline as directed by the Line Manager.

SPECIAL REQUIREMENTS:
The role requires applicants who can demonstrate (with evidence) skills in the following areas:

*Fully qualified Association of Accounting Technicians (AAT) or equivalent qualification.

*Proved relevant experience of working in a finance department at a level commensurate with this role.

*Possess the ability to translate and disseminate Financial Data to Non Financial Personnel.

*Ability to write complex reports across the full range of Financial services as requested by Senior Officers.

*Good IT skills with working knowledge of Microsoft Office Application's.

*Working knowledge of Oracle E-financials system and SAP business objects.

*Excellent l communication skills and an appreciation for dealing with sensitive information.

*Ability to work in a team environment or on their own initiative on tasks of a non routine nature.

*Ability to meet deadlines and respond positively under pressure.
