We are currently recruiting for a Financial Management Accountant position with North Wales Police. The role is for a temporary basis initially for 6 months, with the possibility of this being extended, or having the opportunity to apply for permanent positions after the 6 month period. The salary will be between GBP46,419-GBP51,429 per annum for 37 hours a week.

OVERALL PURPOSE OF JOB:

To take a primary role in the provision of a Management Accounting and Financial Accounting Service to the Force ensuring financial stewardship, enabling transformation and supporting performance through financial management. To take a primary role in the Forces Best Value Programme, Strategic Planning and Efficiency Planning. This is to be achieved by providing strategic direction, leadership, quality of service, professional advice, accountability and ensuring efficiency and effectiveness in specific areas listed below.

DUTIES AND RESPONSIBILITIES:

Financial Accounting:

1.To provide a professional input into the preparation of the force annual budgets and in the closure of the Police Authority's accounts.

2.Preparation of Statutory Financial Statements to the Police Authority.

3.Responsibility for the calculation of the Force insurance provision after discussion with relevant officers.

4.To develop and maintain hierarchies within the Finance system to enable accurate reporting of Force Budgets.

5.To supervise one member of staff in the accountancy section and ensure that systems, regulations, procedures, standing orders and local agreements are adhered to.

6.To take a primary role in compiling separate trading accounts in respect of the Fleet Department and Driver Training Unit to forecast expected income/expenditure over the next financial years.

7.Compile financial and statistical returns in respect of Cipfa statistics, for use by Chief Officers.

8.To take a primary role to write and review financial regulations, financial procedure notes and financial instructions.

9.To lead on providing financial evaluation of tenderers in order to carry out financial analysis to assess contract viability.

10.Liaise with Internal and External Auditors.

Capital Accounting:

11.To take a primary role in the compilation, monitoring and control of Capital budgets.

12.To take a primary role in the implementation and the development of the Prudential Code.

13.Undertake Option Appraisal for Capital Projects and Funding.

14.Maintain the Authority's computerised Asset Register and reconcile the register on an annual basis.

Force Budget:

15.Supervising the construction of annual pay budgets.

16.To take a primary role in the compilation, monitoring and control of Revenue Budgets.

17.Responsibility for recharging capital expenditure and recording within the year-end accounts.

18.Monitor and report on the Force's Major Incident and General Contingency.

Grant Accounting:

19.Assists departments with bidding for grants from government bodies and provide financial information and reconciliation statements.

20.Monitors that grant conditions are continually being met and complete claims and statistical returns to comply with statutory deadlines and deal directly with external auditor.

21.Monitor that all Grants are claimed.

Management Accounting:

22.To take a primary role in the provision of a Management Accounting service to the Force

23.Provide costings for Best Value Reviews, Efficiency Plans and Projects as required.

24.Budget Adviser to a number of Divisional Commanders and Heads of Departments and assist in the preparation of budget bids and the monitoring of expenditure against budgets.

25.Primary responsibility for participation in the National Cipfa Finance function Benchmarking exercise

26.Undertaken Process Benchmarking and participated in the National Cipfa Process Benchmarking Club to identify and ensure best practise across functions.

SPECIAL REQUIREMENTS:

The role requires applicants who can demonstrate (with evidence) skills in the following areas:

*Qualified Accountant, preferably CIPFA.

*Significant amount of experience of working in a finance department.

*Extensive Experience in a business related area.

*Project management trained (e.g. Prince II).

*Formal Training and Presentation Skills.

*Experience of management accountancy and dealing with budgets.

*Knowledge and experience of Strategic Planning, Organisational Management and Development/Improvement Procedures e.g. Best Value.

*Supervisory experience commensurate with the post and grade.

*Good IT skills with working knowledge of Microsoft Office Applications.

*Good communication skills, commensurate with the requirements of the post.

*Ability to work in a team environment and on their own initiative.

*Ability to meet deadlines and respond positively under pressure.
