Our Local Authority client in the Berkshire area are looking to recruit a Childrens Policy and Strategy officer to work on an interim contract.

MAIN PURPOSE

To support the development and implementation of policies, initiatives and projects related to the delivery of statutory requirements and the improvement of outcomes to children, young people, adults and their families and carers, and to manage and support projects including commissioning on behalf of Children's Services and Health and Wellbeing.

To lead, manage and support multi-agency projects for Children's Services and Health and Wellbeing, including service, strategy and policy reviews. A specific series of deliverables will be agreed at the commencement of the interim appointment with areas to deliver and timescales.

To research and analyse legislation, guidance and best practice in relation across relevant services and to produce reports on the implication and recommendations for action.

To research changes in relevant legislation/Government initiatives and consultative policy documents, which impact on the Council's plans, policies and services.

To provide policy advice and guidance to senior management and colleagues across all departments.

To lead and/or assist with the management and day to day delivery of strategic and/or statutory partnership boards including the Safeguarding Children's Board, the Children and Young People's Partnership Board, the Community Safety Partnership and others as appropriate.

To assist with commissioning and contract management of services for Children's Services

PERSON SPECIFICATION

Qualifications
Educated to degree level in a relevant discipline
Project management qualification (desirable)

Technical Skills.
Ability to build strong and effective working relationships with partners, customers and other stakeholders
Strong communication and influencing skills (written and verbal) - able to communicate effectively with a wide range of groups, including members of the public, elected members, colleagues and senior management
Well-developed problem solving skills and ability to identify and implement appropriate solutions

Knowledge
Strong knowledge of relevant legislation and initiatives, and their impact for Children's Services
Experience
Strong experience of policy development within children's social care environment
Ability to write excellent reports for a range of audiences
Experience of commissioning and contract management (for children's social care services)
Experience of working with children, families, vulnerable adults and community groups.
