This role for an accountant has been released on a permanent basis.

They are looking for an qualified accountant ideally with Housing Revenue Account experience (HRA) you would be working within a close knit team of a forward thinking public sector organisation. You would support the Financial Services Manager in managing the business of the Accountancy Team specifically dealing with the Housing Revenue Account

Main Duties:

* Support the Financial Services Manager in providing an excellent, efficient and effective accountancy service.
* Preparation and monitoring of Council estimates (to provide monthly budget monitoring reports to managers, Strategic Management Team and the Cabinet).
* Assist in the closure and production of the Authority's Final Accounts.
* Lead on or support the preparation and monitoring of the Council's Housing Revenue Account
* Provide financial advice and produce financial and management reports
* Completion of grant claims and statistical returns
* Provide financial advice and support to service reviews and to carry out special projects.
* Assist in support service recharges.
* Oversee the administration of loans and grants made to outside bodies
* Lead on ensuring all necessary reconciliations of key control accounts are performed by the accountancy assistants and services.
* Provide training to non-financial staff and to give training and guidance to Accountancy Assistants.
* Authorise committee reports for financial implications.
* Support the Financial Services Manager in managing the overall budget for the Accountancy Team.
* Write reports for members, Strategic Management Team and partner working groups to consider on issues relating to the Accountancy Team's functions and financial issues.
* Support the Financial Services Manager in performance management of the Accountancy Team using service planning, risk assessment, annual appraisal and team meetings.
* Manage the financial monitoring and performance of budgets and resources effectively. Ensure that the service operates within agreed financial criteria and achieves best value in procurement and tender exercises.
* Be part of or lead multi-disciplinary and corporate teams as needed to identify and make improvements to service delivery and performance.
* Make sure that Accounting Team offers a customer focused service using systems thinking principles.

You should match the following criteria:

* A CCAB recognised qualification (ideally CIPFA), or CCAB part qualification with significant relevant finance expertise.
* An Excellent knowledge of the role of an accountancy service.
* Ideally have an understanding of current issues in local government.
* Working knowledge of System Thinking principles.
