We have six modern, state-of-the-art digital delivery centres where multiple cross functional agile teams thrive in one of the most dynamic and innovative environments in the UK. We are expanding our Customs and International Trade Delivery Group and are recruiting into a number of posts within the Revenue & Customs Digital Technology Service in Worthing.

The Customs and International Trade section of HMRC is responsible for all Customs, Import and Export trade movements and the associated duty, excise and tax charges. This brings in a very substantial proportion of the UK's income. A separate delivery group within CDIO has existed for a long time to provide IT services to C&IT
The C&IT delivery group of CDIO provides Service ownership and provisioning of Application Development, Application Management and Application Operations for systems and technologies that:

• facilitate trade compliance with regulatory controls associated with the cross border movement of goods and services
• support UK frontier protection activities
• exchange international trade and border control information with UK trade bodies and Other Government Departments
• electronically transfer trade information (sourced from the UK and EU) to bodies outside the UK
About the role
This is an amazing opportunity to join HMRC and become a Head of Engineering, with a strong Automation focus
This senior role, reporting directly in to the Head of C&IT, will be directly responsible for the Delivery, Change, Operations and Maintenance of these systems and services. The appointee will work closely with the management of the teams which provide Capability and Shared services within a matrix organisation.

In this role, you will also be tasked with the set up a DevOps function within the organisation. As well as setting up the DevOps function, you will also have the responsibility of automating the end to end deployment process, taking responsibility for compute, storage, network, security, scalability, resilience, load balancing, failover, deployment and monitoring. This is a hands on technical role through which you will establish and drive best practice and live the mantra to automate all things.

Essential criteria

The appointee to the role will have demonstrable experience of:-

• running sizeable Programmes and Projects, ideally within a public sector environment
• running Service Support, Operations and Management within a very large organisation which provides mission-critical 24/7 services
• operating within an Agile delivery environment and be a passionate advocate of Agile practices
• operating within an DevOps environment
• providing these services for both up-to-date and older ('legacy') technologies
• managing a tiered and matrix team
• leading Software Engineering functions
• maturing Engineering functions to move towards DevOps/Automation & Continuous Deployment
• leading teams through transformation & growth
• developing Technical Capability within an organisation. Including empowering, supporting and developing staff to achieve the highest performance standards yet accountable. The post holder will be responsible for creating and maintaining a culture which encourages a supportive, collaborative, creative working environment.
• engaging at a strategic level and playing a key role in setting organisational objectives, influencing policy and leading on technical and business change

In addition the appointee to the role will:-

• be a self-starter who can work independently if required
• be Customer, Product & Team focused
• have Strong influencing skills

Due to the anticipated pace of growth it is essential that the candidate is flexible and creative, to ensure we maintain service to our clients and operations whilst handing the challenges of a fast paced and diverse environment

Desirable criteria

• Experience of setting up a DevOps function and setting out the strategy in a greenfield environment
• ITIL experience and/or certification
• Delivering and operating in a Cloud hosting environment
