Key Responsibilities:

1. Support the Senior Print Officer (Services) in planning in order to achieve key objectives and targets for delivery. This will include pro-actively seeking and establishing business opportunities to their conclusion.
2. Monitor project budgets and workloads and provide progress reports on projects and orders as required by service users, senior officers and management and take appropriate action on variances by exception.
3. Provide excellent service continually striving to improve efficiency, effectiveness and actively looks for ways of improving services and outcomes for the service and service users.
4. Lead on the establishment and delivery of medium and small project, work programmes and plans and provide professional and effective solutions that meet the objectives and budgets of the all service users.
5. Manage the technical specifications of all the print services; including fulfilment, direct marketing, variable data, mailing and distribution.
6. Operate and support in the management of Optimus 2020 management information system (MIS) an approved exception to BMS for both the graphics and print services (or similar computerised solutions); interpreting customer request, complex specifications, provide estimates, costs, inputting business data, detailed and varied complex information and outputting business reports, work specifications and information; of approximately 5,000 p.a. - approx value GBP1.5m to GBP2m p.a.
7. Support in the management and maintenance of a document repository system, admin systems and processes and business critical stock levels (publications ordering catalogue of pre-printed collateral e.g. from corporate stationary to invoices and financial cheques) for the whole Council.
8. Support, report and take immediate corrective action on any issues that could affect service delivery, wellbeing of staff and the Council's reputation.
9. Maintain a comprehensive and very high knowledge and understanding of the external operating environment and make recommendations.
10. Advise on the performance and suitability of current operating practices, processes and procedures and recommend any changes to respond to advancements in technology and working practices across the whole service offer.
11. Support the Council and its partners to provide work plans, advice and guidance concerning appropriate solutions, advice and estimates for goods and services to both internal and external service users.
12. Account management internal and external service users (customers, management, departments, organisations, external partners etc.) and suppliers, seek, secure new business and develop and manage existing business.
13. Develop and advise on communication activity that is focused and appropriate to the target audience.
14. Responsibility for negotiating, procuring and purchasing consumables and services for the graphics, print and fulfilment operation/services, ensuring that all financial transactions are undertaken on time and submitted to Financial Services in accordance with existing financial and procurement policies and regulations.
15. Quality assures goods and services and proofs prior to full production and customer receipt and ensure that the service adhere to all corporate policies and procedures.
16. Deputise for the Senior Print Officer (Services) as required which will also require the post to disseminate information to management and the print team as a result of attending meetings and/or briefings.
17. Other task/duties may be required but these will fall within the general area of responsibility and grade of post, this may require the post to work flexibly, to an high standard, across all print (litho, digital and exhibition print) and fulfilment (variable data and mailing), this will include shift work and occasional emergency/out of hours cover.
18. Comply with Health and Safety legislation and any other relevant codes of practice and procedures and report on any risks or issues.
