SECTION : COMPLIANCE SERVICES

POST TITLE : PRINCIPAL COMPLIANCE OFFICER

POST (S) TO WHICH DIRECTLY RESPONSIBLE : COMPLIANCE MANAGER

PURPOSE OF JOB:

To support and deputise for the Compliance Manager in the management and delivery of the planning compliance Service .
To lead and manage an area based team of compliance officers to oversee the investigation and progression of compliance cases within an area of the city; and or undertake a range of planning enforcement functions and projects.

RESPONSIBILITIES:

• To support and deputise for the Compliance Manager in all aspects of the management and delivery of the planning compliance service
• To screen all incoming complaints and provide advice and support to compliance staff in the investigation and progression of cases.
• To be personally involved in the progression of complex enforcement cases, to prepare reports on progression of cases and make appropriate recommendations. Deal with appeals at Hearings and Public Inquiries and give evidence in court proceedings.
• To authorise the service of enforcement notices, planning contravention notices and other legal notices and to decide upon the expediency of enforcement action in accordance with the scheme of delegation.
• To undertake case reviews , to apply effective enforcement management measures to ensure cases are progressed in a timely manner and that service targets are met.
• To maintain effective communications with all service users and to ensure customers are kept informed and expectations realistically managed.
• To lead , motivate , develop and coach staff in delivery of the compliance service.
• To initiate projects, lead and / or become involved in actions for continuous service improvement.
• It should be noted that this job description is subject to occasional changes in response to organisation change / review or to assist flexibility. The duties outlined are not meant as an exhaustive list. Other duties may be undertaken which are commensurate with the grade and within the spirit of the post as specified by the manager after consultation with staff concerned / trade unions.

RELATIONSHIPS :

The post holder will be required to work as a member of the team and will have regular contact with Senior Managers and other staff. There will be contact with other council and a wide range of other external customers and stakeholders.

PHYSICAL CONDITIONS :

Currently based at Leonardo Building. The office operates a 'No Smoking' Policy within the working environment.

ECONOMIC CONDITIONS :

Hours : 37 per week, Monday to Friday.
The post holder may be required to work outside normal hours on occasions.

Flexitime There is a flexible working policy in operation

Conditions of Service Other conditions in accordance with the provisions of the
Scheme of Conditions of Service of the National Joint Council for Local Government Services as adopted or amended by the Authority.

PROSPECTS:

Promotion: Whilst there is no automatic progression to any more senior posts, opportunities do exist for advancement and promotion, dependent upon normal staff movements and on the capabilities of the individual post holder.

TRAINING : The service encourages training both 'in-house' and external to meet the needs of the individual and of the service.
