Senior Fire Safety - Means of Escape Officer urgently required for local authority client based in West London.

JOB PURPOSE:
Provide a senior professional fire safety expertise including advice on fire engineering proposals on building regulation applications submitted for the Council's approval in respect of fire safety of buildings and Means of Escape in case of fire, from all classes of buildings, as required under the
relevant legislation, to ensure public safety, and to give related professional
advice to the Head of Service and the Environment Department on Safety of Sports Grounds.

MAIN DUTIES:

To inspect buildings, installations and plans of proposed building work for compliance with relevant fire safety legislation.

To discuss and negotiate with the applicants, or their technical and professional advisers, to ensure compliance with relevant legislation and Council policy, safe, legal, and acceptable standards of fire safety of buildings and means of escape are achieved.

To recommend the approval or rejection of applications in respect of Fire Safety and Means of Escape from fire.

To inspect contraventions of Means of Escape legislation, recommend, and initiate the related enforcement Notices and/or proceedings.

To liaise and negotiate as required with staff (including at senior level) in other Departments where means of escape advice is requested in respect of planning applications, buildings applications, and safety of Sports Grounds and Entertainment Licensing.

To check plans for compliance with the legislation to interpret the legislation where necessary and determine acceptable technical standards.

To produce and issue statutory approvals, conditional consents, and schedules of requirements.

To prepare evidence for, and be a professional witness at, Public Enquiries and attend legal proceedings, as required.

To consult with the London Fire Brigade where required by legislation and where otherwise necessary.

Preparation of all relevant reports and letters related to his/her caseload.

To maintain full and up-to-date knowledge of new materials and methods of building and their suitability for fire protection and to ensure that all new relevant information is passed to the surveyor.

To maintain a full and up-to-date knowledge of relevant legislation and Council's policy, to ensure that applications comply.

Producing reports to, and attendance at, Committee as required.

To provide advice to enquiries from the public, Developers and Builders, on legislation, technical standards, materials and methods of construction and enforcement.

Fire safety advice to all BCO's regarding their BC applications whether
Building Notices, Full Plans, Regularisations, or Reversion applications.

Maintaining a record of all Full Plans that require FRS
consultations, and BCO Building Notices that need a fire safety input.

Maintaining a record of all the large projects in the borough requiring
complex fire engineered fire safety solutions.

Availability for all necessary joint site inspections or office meetings with the BCO's.

On-site witnessing & assessment of smoke control systems, sprinkler
systems and general commissioning and testing on the large scale projects
with associated responsibilities for recording and liaison with the BCO & Client.

Assessing and agreeing that there is a suitable standard of fire safety for the partial occupation strategies of the large scale residential developments in our Borough. Necessary contact with local FRS to ensure they are aware of the changes in use and risk.

Giving a high level of advice on fire safety matters to other Borough Departments when requested.

Attending the three football stadium SAG meetings and associated
inspections during the year. Compiling written reports for Bi-Borough
Environmental Health Officers on MOE.

Maintaining contact with the LFB fire safety team and liaising with their
inspectors with possible joint site meetings.
