Role and Context
Job Purpose
There are 5 key inter-linked work streams responsible for departmental transformation to implement the requirements of the Care Act, delivery of the department's challenging savings programme and readiness for closer and effective integration with Health in line with the Council's agreed approach to the Sustainable transformation plan for future delivery of health. Responsible for the delivery and co-ordination of all activities within assigned work stream management of small / medium projects (in accordance with NCC project management guidelines) to ensure delivery of agreed outputs on time and within budget from the projects to which the post holder is allocated.

Context
This is a significant and ambitious programme of change which will be using demand management tools to transform the way Social Care is delivered.
It is a complex programme of change which will require delivery of savings in the order of GBP56m over the next three years so that by the end of 2020 the Department will look radically different with clarity about the role of Social Care and preferred opportunities for closer working with Health and other key partners where there are sound business reasons for doing so.

Using the legislative framework of the Care Act to promote social models of care and support which promote independence, build resilience and enable people to be safe and well is fundamental to the approach. This will entail ensuring provider and partner agencies understand their responsibilities for delivery of an approach that promotes independence and social models of care and support.

The post will be primarily based at County Hall but will be required to work in localities across the County as required.

Principal Accountabilities
Accountability Order of importance (1 = most important etc.)
Deliver projects within the assigned work stream to agreed business requirements, agreed timescales and budget at pace and in line with the Promoting Independence management standards. Take responsibility for creating and motivating teams as appropriate and ensuring effective and timely delivery of activities.

Provide leadership to the work stream and staff/project officers responsible for implementing key activities including sound people management skills, data analytical skills and business process re-engineering techniques, required to achieve objectives. This will encompass working with customers, providers, partners and stakeholders, as well as management of project team resources making maximum use of deployed resources through effective and efficient matrix management skills.

Ensure effective project communications to ensure all stakeholders receive timely accurate and appropriate information and are able to provide their input to the project. Production of regular highlight reports on achievement of deliverables

Identify risks and issues and recommend control measure and actions. Work with colleagues to ensure alignment of work stream priorities and interdependencies

Work with stakeholders, project boards, and project teams to ensure that projects meet business requirements, specifically ensuring the benefits realisation plans are in place and delivered.

Develop and maintain sufficient knowledge of the work stream area to enable informed management decision making. This will require a working knowledge of the Care Act, demand management and the Departmental savings requirements

Manage project documentation to ensure that the storage, retrieval, disposal and management of all project information is compliant with agreed policies and standards, including creating, maintaining and monitoring project plans.
