Finance manager - (Contract position 3- 6 months with potential permanent placement)

PURPOSE OF ROLE:

To be responsible for the efficient and effective provision of a comprehensive resource monitoring and control function, including monitoring of changes from the Education Funding Agency in High Needs and mainstream and special schools revenue arrangements, in accordance with statutory requirements and the Council's policies and procedures. As well as providing high quality advice and management support to the Head of Strategy and Inclusion in all aspects of High Needs Block (HNB) funding,

To support the management of all HNB budgets under the control of the Head of Strategy and inclusion, to ensure efficiency within SEND service's internal resource allocation systems.

To take lead responsibility for the financial administration of High Needs funding including submission of statements and audit preparation

To lead on the implementation and allocation of High needs block funding allocations to Ealing Mainstream, Special Schools, additionally resourced provisions and independent providers , in relation to changes in protocols from the EFA.

To provide a strategic overview of operations, formulating policy and procedures to provide an effective operational framework for the administration of funding within SEND services.

ESSENTIAL KNOWLEDGE, SKILLS & ABILITIES

1) Experience of working with a business partnering model and/or the ability to demonstrate an awareness of what is required to deliver the outcomes of the model to participate monthly budget monitoring

2) High standard of budget management skills, demonstrated by the ability to draft and monitor budgets to produce budgetary estimates, reports, and statistical summaries. Then compile complex funding information into simple factual reports for managers.

3) Knowledge and understanding of legislation, funding standards and relevant codes of practice governing local authority funding procedures

4) Ability to build and maintain effective relationships with staff and managers to achieve Corporate and Departmental objectives,

5) Ability to use initiative and work effectively as part of a team within a large organisation
