Regeneration Principal Development Manager required for local authority client based in West London.


This is a senior delivery role working closely with the Divisional Director and Head of Regeneration & Design for the Council's action plan and other senior managers.

There are three distinct elements to the role:

Lead the value team that manages the financial viability model and act as value champion at senior level

Manage the development and delivery of regeneration projects in the borough with a focus on working with development and funding partners

Act as a senior advisor to the Council on land and property issues relating to Regeneration Team projects

Key areas of responsibility are to:
Take a lead on championing value, and lead on land and property advice across the HRU and to other Council teams e.g. to housing, education and highways teams on major projects

Lead on the development and implementation of a portfolio of regeneration and delivery projects including leading on development agreements, joint ventures and direct delivery.

Appraise funding requirements for the regeneration programme, lead bidding activities and manage associated capital project budgets and work programmes.

Manage tasks including viability assessment, site acquisition/CPO, financial and budget management, project staff resources, programme co-ordination and reporting, management of governance processes, procurement of external support and monitoring.

With the Divisional Director and Head of Regeneration & Design, build productive relationships with external partners with focus on development partners in the delivery of the regeneration projects and promote regeneration and development opportunities in Harrow in a regional, national and international context


This post takes a lead officer role in the implementation of the Heart of Harrow Area regeneration programme, The Regeneration Team sets out to deliver a GBP1.75Bn public and private sector investment programme over the period to 2026. Council spend will be in the order of GBP350M over the next decade matched by equal and more spending by our development partners.

The post will be responsible for performance and finance on a number of major consultancy and technical commissions, as well as developer agreements and construction contracts through all phases from concept to delivery.

It will take team wide single responsibility on the cross cutting topic land + property, development.

Budget management: The post will be directly accountable for capital project budget (ca GBP100 M per annum).

Staff: Manage two staff members and associated internal Principal Advisors Finance and Property & Land directly as well as working across the entire 20 plus people strong HRU in a matrix management capacity as a senior advisor and guardian of value. The post will be responsible for one or more regeneration project managers, which may include in-house staff, interims and secondments. The post will lead on staff recruitment and development. The postholder's team will be supplemented, as required, with additional project management and technical resources in order to sustain the delivery programme.

Being a senior advisory post acting across the Regeneration programme portfolio, the post is a key contributor to enable the delivery the new Civic Centre, and 2000 new homes on Council owned land, one new schools, around 1,000 new jobs, a district heating network to service major sites and a range of upgraded infrastructure. The post holder will need to work very closely with colleagues across the Council to ensure the delivery of the wider economic and social components of the councils regeneration strategy.

The Regeneration Principle Advisor will be part of the Regeneration Design & Delivery Unit's Programme Support Unit and Management Team, which includes the Divisional Director Planning and Regeneration, the Head of Regeneration and Design and the three Regeneration Managers (refer structure chart). He/she will work closely with colleagues in corporate estates, housing, corporate project management and development management amongst others and attend the Council's Regeneration Board regularly and report on key decisions and project progress at the Regeneration Programme's Performance review.


Generic Duties/Accountabilities

Implement and champion, through service and staff development, the Council's Health and Safety, Equal Opportunity and Information Security Policies.

Promote and ensure participation in the Council's IIP, IPAD and training initiatives, information governance initiatives and information management best practice.

To ensure that the post holder complies with their responsibilities as laid out in the council's health and safety policy and takes and active role in promoting a positive health and safety culture.

To support the operation of local and general elections when requested by the Retuning Officer.

To manage the team so that the services provided are responsive to customer requirements, accessible to all areas of the community and provide value for money.

To develop the structures, systems and policies necessary to support effective service delivery.

To motivate, train, develop and performance manage staff to maintain an effective workforce capable of meeting its objectives.

To formulate annual operational plans and budgets for the team so that there are clear priorities and appropriate resources are allocated to their achievement.

To resolve the most complex and high level operational issues so that they are resolved effectively and precedents are set for the resolution of similar issues.

To develop or contribute to longer term (2-3 years) plans for the services managed so that they are developed in line with Council and Government priorities and customer requirements.

To ensure services link effectively with related service provision, within or external to the Council, so that coherent and value for money services are provided. Where appropriate, and in conjunction with other service providers, to undertake joint planning of service delivery and/or for the closer integration of service provision.

Prepare monitor and control the service budget to ensure that expenditure is in line with the agreed business plan.

To manage the teams and service provided in a way that promotes the Council's approach to diversity.

Service Specific Duties/ Accountabilities

Value Champion, Development Management, Land + Property Expertise

Take a key role in the Regeneration Team to lead and provide expert advice in the field of land + property development as well as construction delivery including direct Council led delivery as required and oversee analysis of regeneration proposals and act as a Technical Champion to ensure the building of high quality development whilst achieving best value for money and act as the Guardian of Value with responsibility for:
o Appraisal
o Viability of the overall programme including the model
o Land value/purchase /sale terms

Take a lead across the HRU on Land and Property Advice including any viability/ valuation/development consultant interface (currently LSH)
Provide advice across the team on viability of sites and options (being able to undertake work in-house as well as in liaison with independent surveying/valuation experts).
Lead the ongoing work on the Council's Viability and Finance Model working with officer lead and finance colleagues:
Set sales and rental values (on advice) and input into viability model.
Run sensitivity tests in the viability model. Obtain cost data and apply to the viability model.

Obtain and influence programme data and apply to viability model
Generate cash flow forecast (with modeller, PMs and Programme Manager)
• Hold PMs to account for progress
• Identify funding streams and timings
• Lead financial modeller to achieve returns and financial profile targets
• Land + property partner interface:
Oversee legal agreements for rent or sale
Focus on developer interface including leading brief for developer engagement exercises (soft market testing) and developer interface through all stages including development agreements.
Negotiate and agree JV /Partners agreements
Input to consultants fees and appointments including construction procurement
Review contract/consultants agreements and terms to align with funders terms
Lead on site acquisition discussions relating to Council land and the scoping of new opportunities as well as compulsory purchase order support to project leads
Help structure and support engagement with corporate landlord/ estates team
Working on pipeline projects, taking an early lead help determine options - including housing projects /NHS /Council land asset strategy as agreed with estates team

Lead commercial PRS / build to rent delivery model and help refine existing company structures including maintenance and management being set up by the borough

Identify training needs and on occasions organising specific internal training and continued professional development to nurture development and delivery capability in the HRU

Monitor regional, national or international initiatives and best practice in regeneration, urban design, delivery, programme, land and property and economic development to keep the Council's thinking and work abreast of latest developments.
