The purpose of this job is to undertake and manage the business processes and systems to support the management of the MCA & DoLS team and to ensure systems that are aligned to objectives set out in the MCA & DoLS strategic plan.
The post holder will be responsible for the triage of the Deprivation of Liberty Safeguards requests for assessments to ensure they are appropriate and will make decisions based on the level of urgency and priority using a DoLS Prioritisation process. This will include taking due account of the principles of personalisation, the six key principles underpinning adult safeguarding work, and relevant legal frameworks.

The post holder will report directly to Safeguarding Adults Manager - Mental Capacity and DoLS Team. The team are the central point of access for DoLS applications and responsible for recording and triaging of referrals. The post holder will undertake tasks as directed in relation to the DoLS systems and processes and liaise and correspond on behalf of Essex County Council often regarding sensitive complex and contentious issues; resolving such issues as far as possible at the point of contact. The role requires a degree of complexity and initiative is required by the post holder, at time to make independent decisions. The post holder will also be responsible for collating and analysis of data from a number of sources and presenting the findings in an appropriate format in a report.

Role specific accountabilities

* To be aware and ensure that the relevant case law is considered in the processes associated with DoLS. This requires a routine review of the forms and processes and where change is required to ensure that the relevant overseeing bodies are aware.
* To undertake specific DOLS related work such as maintaining links with section 12 doctors; organising the annual re-approval processes of section 12 doctors and best interest assessors and review systems, particularly in relation to the MCA and Dols, and secure email processes to ensure that we are compliant with legislation. To complete relevant case recording processes.
* To work with managing authorities and partner agencies and ensure open and transparent communication in relation to the ECC prioritisation tool to ensure referrals are responded to appropriately and urgent DoLS applications are prioritised.
* To undertake direct customer contact with customers, providing advice and information on the DoLS process, raising awareness and understanding of the DOLS legislation and how Essex County Council can provide support.
* To establish links with other DoLS coordinator's both regionally and nationally, attending meetings as appropriate, to utilise shared learning and expertise within the Mental Capacity and DoLS Team.
* To work closely with Business Support to ensure quality of recording on Mosaic, particularly in relation to identifying inappropriate referrals, in order to identify providers where there is a need for training and support.
* To monitor the Complaints process and ensure that these are responded to within the timescales required, escalating issues to the Safeguarding management team to enable appropriate action to be taken.
* To work as part of project or process teams as required
* To work in collaboration with other teams, to collate and analyse data and produce reports essential for the effective running of the team as well as for external partner agencies.
