We require 2 Project Managers - One will be for the Smart Cambridge workstream and the other for the Connecting Cambridgeshire workstream.


The Connecting Cambridgeshire and Smart Cambridge programmes are looking for two experienced project managers with experience of project management, procurement and commissioning of projects, stakeholder engagement and ideally with experience of working on digital connectivity projects. We are looking for highly organised project managers who are able to interpret and bring structure to new programmes of work. We are interested in people who work in a structured way with experience of applying a recognised project management methodology at the appropriate level of detail and rigor to the project size and complexity.

Smart Cambridge is an exciting programme of work that looks to utilise new and emerging technology to help address some of the issues that Great Cambridge and beyond face. The programme is a workstream within the City Deal, a major new initiative totalling hundreds of million pounds.

The Connecting Cambridgeshire Programme has been established to support the creation, promulgation and delivery of the digital agenda for Cambridgeshire. This includes the Superfast Broadband delivery project for Cambridgeshire as well as delivery of related workstreams within the Connecting Cambridgeshire programme, including mobile coverage and public access Wifi.

The Connecting Cambridgeshire programme is about to embark on a new procurement for phase 4 of the superfast broadband roll-out programme and require a project manager to manage the planning and procurement workstreams as well as other workstreams within the programme as required.


1. Start up, run and see to completion assigned projects following an approved project methodology such as PRINCE2.

2. Work with the Programme Director and Programme Manager and project boards where appropriate to confirm the definition of the project,
producing an agreed Business Case and Project Initiation Document.

3. Draw up detailed plans for projects and agree the resourcing of those plans with the Project Board and Programme Manager.

4. Formulate and lead a project team to carry out the tasks and deliver the products defined in the plan.

5. Manage the tasks of the project team, suppliers, and Council staff outside the project team, reporting progress, risks, issues and exceptions regularly to the programme manager, project sponsor and project board.
6. Manage procurement activities.

7. Ensure that appropriate quality checks are designed and carried out for each of the deliverables of the project.

8. Work with the Programme Manager to ensure the activities in the project are co-ordinated with the other projects in the programme.

9. Review the outcomes of projects and make recommendations for the next steps.

10. Take a part in other projects, programmes and other work as and when required.
