My client is currently looking for a Regulation Manager (Audit) to join their team.
They care for and support adults living with a learning disability or autism in specialist hospitals and residential services throughout the UK.

Job purpose

To manage and co-ordinate the regulatory process that ensure compliance with all statutory UK wide regulations including the Care Quality Commission, Health Improvement Scotland and Social Care and Social Work Improvement Scotland. Work closely with the Mental Health Act Team regarding Mental Health Act Commission and Mental Welfare Commission requirements.

To undertake an annual internal Quality Development Review (internal audit) of all services across the group with re-audits scheduled on either a 3 monthly or annual basis depending on compliance.

To manage and monitor improvements the group quality watch list of priority services. Escalating any concerns to the Director of Nursing & Governance who will report these to the Group CEO/board.

To provide support and information to Service Managers/Director of Operations to enable effective responses to regulatory reports.

To develop and maintain effective working relationships with external regulators and act as link between the regulator and the Nominated Individual.

To ensure that the business is up to date on all regulatory changes, to manage regulatory consultations papers to ensure group wide input is received and Danshell respond to any consultation relevant to the business.

To work closely with the Governance and Operations to ensure a consistent and robust approach to best practice in the provision of Patient Safety and Service Quality.

To work with the Mental Health Act department to ensure that the requirements of current Mental Health legislation are complied with.

Key Responsibilities

Regulatory Compliance

Implement appropriate methods to monitor compliance against UK wide regulation through the use of regular internal compliance inspections/audits,
Be responsible for supporting Service Managers in preparing for regulatory inspections
Proactively assist Service Managers and staff, when necessary, in the successful execution of regulatory inspections,
Develop sound systems to ensure that all regulatory evidence is effectively collated and updated and accessible at service level
Provide assistance and direction to Service Managers when responding to compliance reports and develop action plans as required,
Undertake internal regulatory compliance inspections in response to incidents as required
Work with Service Managers and other key staff to develop training materials and guidance on evidence gathering in support of the compliance process
Develop, implement and monitor relevant and appropriate action plans in relation to non-compliance and/or poor performance
Routinely escalate incidents of non-compliance to the Governance Team and Operational Managers and provide relevant information and action plans for addressing shortfalls
To review all new guidance and information from regulatory bodies to maintain an up to date knowledge of regulation and disseminate to all relevant staff
To provide regular and robust reports on themes and trends from internal and external compliance reviews including learning outcomes.
To oversee and manage the internal quality watch list process reporting progress into the Director of Governance on a weekly basis.

Policy Development

Maintain up do date knowledge of regulatory requirements and statutory information that informs and underpins company policy,
Contribute to policy development to ensure that company policy is relevant to current regulatory requirements,
Provide key staff with up to date and accessible information regarding policy and procedural changes and implement monitoring systems to guarantee company compliance.

Personal development and Education

Contribute to identifying and meeting own learning needs and develop new skills accordingly. Develop and apply specialist skills and knowledge to ensure that the services available develops in line with the needs of the organisation.

Ensure continuing personal development by keeping abreast of current health service issues, using journal, internet/intranet and information from national organisations such as the Department of Health, Royal Colleges, NICE, NPSA, CQC and other sources as required.

Participate in the organisation's personal development/appraisal system.
Undertake all mandatory training as required
