The Valuation Office Agency (VOA) is an Executive Agency of HM Revenue & Customs with a headcount of over 3,500. Its property valuations and advice enable the collection of around £52 billion of local taxes each year, as well as supporting a wide range of other customers, stakeholders and public sector clients across the UK .


VOA is delivering an unprecedented and ambitious portfolio of change and is seeking a Chief Transformation Officer to provide leadership, direction and coordination of its transformation programme. Reporting to the Chief Executive, and as a member of the Board, you will play a key role in VOA’s Senior Leadership Team, working with colleagues to deliver a transformation which will see the Agency become more trusted, more expert, more digital, and more efficient. You will lead the creation and delivery of the entire portfolio of change, to ensure the VOA delivers it strategy and realises the required customer and business benefits from the changes.


You are already a skilled change leader who will bring experience of successfully leading significant large scale organisation-wide transformation, at pace and to challenging timescales. You possess the skills and credibly to effectively navigate leading change in a complex context, in an organisation with diverse customers and with a wide range of stakeholders. You have the skills to engage a dispersed workforce of professionals in the transformation. You are customer-focused, and have a track record of understanding and adapting to the needs of diverse sets of users, across multiple channels.
