Strategy, Policy and Performance Officer
MAIN PURPOSE OF THE JOB
1.Support continuous improvement in the Council and the Tower Hamlets Partnership through the development and implementation of local and national policies, key initiatives and projects and undertaking strategic planning and review.
2.Drive through the delivery of the Council and Tower Hamlets Partnership's key objectives for service improvement and value for money through implementing the Council's Performance Management and Accountability framework and supporting business improvement activity.
3.To support the development and implementation of strategies, policies and plans to achieve Community Plan objectives and promote the principles of One Tower Hamlets (tackling inequality, strengthening cohesion and building community leadership)
4.Develop strong and effective relationships with senior managers, the Mayor's office and other councillors, partners (from the public, private and third sectors) and communities in order to communicate, negotiate on and influence the development of 'One Tower Hamlets' and the role of the directorate in delivering it.
DUTIES & RESPONSIBILITIES
1.To support the developmentof strategies, policies and plans at a service, directorate and corporate level to achieve businessobjectives and promote the principles of One Tower Hamlets (tackling inequality, strengthening cohesion and building community leadership)
2.To support strategic commissioning and ensure the engagement and involvement of stakeholders and customers during strategy development
3.To support the implementation of new policies or strategies throughout the organisation, with partner agencies or in the community.
4.To collate, undertake analysis and report on progress against action plans and performance measures to the Mayor, senior managers, and the Tower Hamlets Partnership
5.To manage performance in line with the Council and Partnership's Performance Management and Accountability Framework working with Members, partners and senior managers to challenge and improve performance
6.To contribute to high quality improvement-focused reviews including those commissioned by Overview and Scrutiny committee and by the Performance Review Group
7.To support and develop key partnership structures and forums in ensuring the delivery of the Community Plan, and partnership priority projects and targets including working with partners, government departments and agencies, funders, third sector and the private sector
8.To co-ordinate and manage projects to deliver key directorate, Council and Partnership priorities to further One Tower Hamlets and Community Plan priorities
9.To provide support, advice and guidance to managers on the use of business improvement techniques such as business process analysis and benchmarking
10.To provide advice and assistance on diversity, equality and cohesion including the implications of new legislation, changing service needs and demands and emerging community issues.
11.To produce clear and comprehensible reports and presentations for Overview and Scrutiny Committee, Cabinet, DMT, CMT, Tower Hamlets Partnership, residents and other stakeholders as required
12.To maintain an up-to-date knowledge of current and emerging issues and good practice to inform future policy development and best practice and to provide support, advice and guidance to senior managers and partners on implementation of this good practice
13.To support the drive to improve value for money throughout the organisation
14.To provide high quality research and information support, including commissioning research, and presenting this either verbally or in writing
15.To ensure that equalities, diversity and cohesion are incorporated into business planning and service improvement plans and that the work of the service gives consideration to impact on communities and staff through the completion EQIAs and other relevant tools
1.Good understanding of the functions of local government and partnership working with local communities, other agencies and the third sector
2.Knowledge of the key issues facing local government and its key partners in the public and voluntary sectors
3.Understanding of equality, diversity and cohesion issues and how these impact locally to achieve the aspiration of One Tower Hamlets
1.Experience of coordinating and managing senior level meetings, including agenda setting, minute taking and follow-up
2.Experience of working in partnership with senior managers to develop and manage a forward work plan
3.Experience of developing and monitoring team/business plans to ensure effective delivery against objectives
