I am currently recruiting for an Interim Procurement Officer/Buyer for a public sector organisation in the Cheshire/North Wales area for a maternity cover contract initially between 6-9 months.

Job Description

The Interim Procurement Officer/Buyer's main focus will be to maximise savings and benefits available for the organisation by working with stakeholders and potential suppliers during the sourcing process. You will also ensure that all procurement rules and regulations are followed in line with the organisation and UK and EU procurement law.

Key responsibilities for the Interim Procurement Officer/Buyer:

- Focus on indirect spend for the organisation and managing the contract process for defined areas of spend

- Analyse expenditure in order to identify opportunity for cost reduction

- Producing reports and providing recommendations to the procurement team

- Work closely with suppliers to obtain competitive prices in line with achieving value for money and quality and keeping risk to a minimum

- Undertake and monitor tendering, evaluation, placement and monitoring of contracts

- Support on negotiations with suppliers

- Bench-marking supplier prices

- Promotion of procurement services

- Assess and approve Purchase Orders up to a given value

- Ensure the proper use of OJEU

Essential Criteria for the Interim Procurement Officer/Buyer:

- Strong communication skills

- Analytical skills

- Worked as a buyer/procurement officer previously

- Worked in a public sector environment and experience of working on OJEU tenders

- Demonstrable experience of negotiations

- Computer Literate

- Be available to start in 2 weeks or less

Desirable Criteria for the Interim Procurement Officer/Buyer:

- CIPS Level 4 OR above; ideally MCIPS

- Immediately available
