Replacing life expired rail, sleepers and ballast is a planning a logistical challenge on a network getting busier by the year. The High Output Track Alliance complete the majority of this engineering work on Britain's rail network, as one coherent in-house team working on behalf of Network Rail's eight Route businesses. Openness and transparency is key, epitomised by the team's motto - "safe delivery, no surprises".
A team of 700 directly employed staff supplemented by long term contractors, use high-technology factory trains to deliver the majority of the nations track renewals, largely invisible to the travelling public. The High Output approach allows passenger and freight trains to safely operate on adjacent open lines and replacing track in short duration windows and handing back at high speeds.

Brief Description

To lead the High Output Track Renewals finance & commercial teams in the development & deployment of procurement strategies and associated commercial & supplier relationship management. Lead the fiscal and project accounting, management reporting, internal controls, financial accounting, business planning, governance and appraisal of business decisions. Develop and implement a commercial model with Route customers that incentivises High Output use and maximises the business benefit of doing so for Network Rail.

This role can be based out of the York or Birmingham office.

About the role (External)

Key Accountabilities
• Lead the finance & commercial teams / disciplines across the Alliance to deliver all commercial & financial targets as agreed with the Alliance Director.
• Work in conjunction with the regional teams and the supply base to improve commercial & financial management processes and to create more collaborative relationships with our suppliers.
• Manage the Corporate Governance process for the Alliance, maintaining compliance with relevant technical & legal standards. Where required, maintain procedures and systems of internal control to protect safe stewardship and custody of assets and maintain the integrity of the associated records.
• Promote standards & strategies for the avoidance and minimisation of claims and where necessary report, manage and support to the business in the notification & resolution of claims, acting as commercial discipline lead, pursuing recoveries where applicable.
• Provide specialist advice on all contract, procurement and financial issues and maintain links with other disciplines, programmes & regions so as to develop joint initiatives, deliver improvements and maintain consistency in the approach across the supply market.
• Manage the business planning & reporting process in delivering business objectives, including periodic reporting of business liabilities including cost, schedule & outturn and proactively challenge the management of financial, commercial and business risks and opportunities.
• Appraise all investment proposals and provide analytical information to assist in making investment decisions including supporting the business in the development of credible benchmarking and bid management tools & competencies.

• Influence and liaise with other national programmes and relevant external bodies to maintain compliance with appropriate legal and regulatory requirements.
• Lead and motivate the finance & commercial teams so as to provide a high quality service to the business, and as business partners provide an efficient and effective service to their clients. Lead and inspire the team to maintain full engagement in meeting business objectives whilst adhering to professional reporting lines.

Job Skills, Experience and Qualifications

Essential

• Strong leadership skills, with the vision and ability to establish cross-functional relationships and drive cultural/organisational change.
• Exceptional interpersonal skills, possessing the ability to interact and maintain credibility with people at all levels within an Alliance, up to and including Board level as well as with industry stakeholders.
• Significant experience in the financial & commercial management of high value, complex transactions.
• Exceptional negotiating skills and experience in the negotiation and resolution of complex claims
• Experience in and knowledge of financial reporting, contract law, contractual litigation and contractual dispute resolution
• Membership of a relevant professional body (e.g. CIMA / RICS) with chartered status and/or educated to degree level.
• Strong commercial focus and financially astute.

Desirable

• Background in Commercial, Finance, Engineering, Construction or other such related sectors
• Experience in working in an Alliance.
• Relevant experience in the successful contract and procurement management of major programmes of work in the construction and/or rail industries.
• Experience of contracts and procurement processes and procedures within Network Rail.
• Experience in project accounting and commercial responsibility for major projects and/or contracts.

Network Rail adheres to a structured pay framework, any salary offered will be within the following pay range: GBP88,704 - GBP99,792
