Programme Value Manager

This role will be based within our highly successful Major Projects Directorate under our growing and popular Regional Investment Programme! We are looking for candidates to be based across the country and in the following areas: Bedford, Bristol, Birmingham or Guildford.

Applying industry leading Value Management (VM) techniques, under the leadership of the team leader, the post holder will contribute significantly to the successful Delivery of the Roads Investment Programme. Ensuring quality and decisive application of VM, project business cases will be strengthened, benefits maximised and efficiencies identified earlier in the project lifecycle. By proactively promoting and applying VM, the role holder will facilitate workshops with project teams to clearly articulate business risks in the context of the best Whole Life Cost solutions. By constructively challenging and supporting the project initiation and development phase, Value Management will assist project teams to confirm the business case, mitigate delivery risks early maximise opportunities and form a clear and cohesive plan for management actions. Later in the project lifecycle the focus will shift to Value Engineering, continuing to help teams to deliver more value from the preferred solution.
Day to Day:
*Undertake VM workshops to drive efficiency, value for money and applicable project scope.
*Provide workshop facilitation and guidance to project teams in the concept of VM, maintaining their appropriate and effective application to all stages of the project lifecycle.
*Deliver Assurance activities as specified by the Project Control Framework.
*Actively promote VM culture and improve competency across the project and programme management community.
*As part of the VM team, monitor the output of others who undertake such VM activities to assure competence, consistency and compliance with Processes and Procedures
*Drive the implementation of VM framework nationally
*Engage in the profession of VM, taking an active role nationally bringing in best practice from other sectors
*Promote and participate in knowledge sharing across the organisation
*Deliver specialist VM support services to other areas of MP if requested
*Be the Project Control Framework Value Management Process owner in the regions allocated
*Assure the application of VM the regions allocated, managing the logistics of Value management.
*Contribute to asset and delivery plans through the application of VM techniques, capturing residual risks and capitalising on opportunities to increase scheme benefits and efficiencies.
*Champion Whole life value decision making in VM Processes
*Maintain key interfaces in RIP Delivery teams, RIP Delivery Services, Asset Management, Network Operations and Strategy & Planning in the regions allocated
*Record and track identified efficiencies achieved by the VM process. Improve and maintain the measurement system
*Institute of Value Management (IVM) qualified or willingness to work towards a professional qualification in VM
*Proven awareness of cost and commercial processes within the infrastructure industry
*Proven ability to facilitate project workshops on £multi-million infrastructure schemes
*Proven analytical and decision making skills
*Proven knowledge and experience of structured problem solving
*Proven knowledge of applying Value Management and Value Engineering to asset and technical standards
*Proven experience in Business Risk and project Risk Management
*Proven knowledge of Benefits management processes
*Proven ability to broker relationships with stakeholders within and outside a programme and/or project
