Chief Operating Officer
The Chief Operating Officer (COO) role is instrumental in providing an oversight and assurance role to the Estates Director on the performance of the directorate, the review and improvement of service delivery and as a leadership role for the wider directorate.
The COO is responsible for challenging, developing and driving the directorate’s Strategic and Functional Plans. This role will shape the standards and controls that will be used to ensure we meet our strategic commitments. Working closely with Estates Directorate colleagues and alongside the directorate’s customer base (7 departments), ensuring that it supports the policy and delivery aims of each department and the wider Government Estate Strategy.
This role will be instrumental in driving the Estates Cluster’s Strategic Asset Management Plans 2018 and beyond. The strategies will reflect the Government’s ambitions for further improving the efficiency and effectiveness of its estate.
The post holder will look to bring in best practice from other functions and wider public sector, and collaborate with other functional planning leads to ensure that plans are aligned and complementary (particularly on workforce planning, and digital/data needs).
The COO will be responsible for ensuring the estates directorate is funded and resourced to meet its commitments. This will include oversight for a budget of over £1.5 billion and around 300 FTE.
The role will work with other SMT colleagues to review each element of the directorate’s delivery model to ensure that it is efficient and effective. This will include:
• Sustainable operations;
• Estates strategy and estate management;
• Fire, health and safety;
• Programme and Project delivery;
• Facilities management (including functional leadership support to HM Prison and Probation Service prisons for Facilities Management service transformation);
• Technical Standards.
Due to scale and complexity of the transformation agenda in the Facilities Management (FM) discipline, the post holder will lead this agenda and team, including links and relationships with the GovCo (Gov Facilities Services Ltd), through this transition
